County OO and French Road Intersection Improvements

Project Overview

raSmith was selected for a WisDOT HSIP project to improve safety along County OO from WIS 441 to French Road. Geometric improvements included left-turn lane realignments, new turn lanes, and median modifications. There was a high rate of angle and rear-end crashes at these intersections in the last five years. An Intersection Control Evaluation (ICE) report (prepared by raSmith through a County project) identified and recommended a new traffic signal at the County OO intersection with French Road. These improvements were implemented to improve signal visibility, mitigate queues, reduce conflict points, and increase driver left-turn sight distance.

The new traffic signal includes features such as one overhead traffic signal head per lane (monotube signal arms), radar detection, and emergency vehicle preemption. The project also included loop detector, pull box, and monotube arm modifications at the WIS 441 Northbound Ramp intersection. The traffic signals were integrated into a time-based coordination system along County OO that includes both WIS 441 ramp signals. raSmith prepared coordinated timing plans for this system for WisDOT and County implementation. A Transportation Management Plan (TMP) was prepared to identify the impacts of WIS 441 northbound off-ramp and County OO lane closures during construction and identify alternate routes in the area.

This project required collaboration with several agencies, including WisDOT, Outagamie County, City of Appleton, Village of Little Chute, and the Town of Grand Chute. raSmith assisted Outagamie County with traffic signal equipment procurement to minimize the impacts of long lead times for material delivery.
